Timeline: just after Dobby's death in book 7

powers, skills, pets and equipment:
Harry is a wizard, meaning that he can use magic, although he left school in the past year in order to save the world and make it so no one else dies for him. Essentially.
He's capable of casting spells and charms (which he can do without a wand), and very skilled in flying. His strongest subject at Hogwarts was Defense Against the Dark Arts. He's all right with Occlumency (defending one's mind from attempting thought-reading or invasion), though he's not wonderful at it, and it still counts as one of his (much!) weaker points.
Harry is fantastic at flying, but he requires a broom to do it. Without a broom, he does know how to apparate (something like magical teleporting) to get from place to place, but this is harder to accomplish in unfamiliar areas.
Harry is also a Parselmouth, meaning he can speak and understand snake language. He's not a huge fan of this ability, however, and doesn't go around telling people he can do it now that he's aware of what it means.
Harry's abilities are all from the canon, not specific to this setting.
Harry will have the following things with him:
Golden Snitch (which contains the Resurrection Stone, though Harry isn't aware of it yet)

personality: Despite being a wizard - and a well-known person in his own world - Harry is not so different from an average teenage boy. He can have ridiculous mood swings on occasion, going from angry to upset or depressed rather easily. He's well-adjusted, really, for the things he's been through, but he's still a human and has very human feelings.
Harry is very emotionally open; it's easy to tell what he's feeling without having to prod him about it. Although he doesn't necessarily talk about his feelings, they are just generally very plain. It makes him a rather poor liar, however, since hiding things is just not his strong suit. That's not to say that he can't keep a secret; he can keep those just fine. It's his own feelings that he's awful at hiding.
Probably due to his emotional openness, Harry has a tendency to go off half-cocked. He is able to make plans, but he prefers to just go and do things right now without thinking them through entirely. He runs based on emotion, not on logic, and this definitely gets him into trouble as often as not.
Harry feels a strong loyalty to his friends and chosen family, probably because he never had any real connection to anyone emotionally as a child. He didn't grow up in a loving environment. That hasn't made him bitter toward anyone but the Dursleys, however. Harry makes connections with people in the Wizarding World quite easily, and he holds onto those attachments dearly. He absolutely hates losing people he cares about, and he will fight to the death and beyond to keep his loved ones safe. Harry has a lot of courage - the kind that often borders on outright stupidity. Harry is not someone who picks his battles, and he is not someone who ever knows when to fold.
Harry is not the best judge of character, however, despite his good intentions. He often makes snap judgments about people he meets, and they're not always correct. (He thought Snape was bad right off the bat, for instance, and that is simply not the case.) He doesn't always call it wrong, but he can't always be trusted to call a person's nature correctly, either.
Harry is not someone who is inclined to follow rules he does not like. He's been known to break rules he doesn't disagree with, in order to get things done. He could probably be considered overly curious, or meddlesome. At school, he tended to get into trouble based on his own actions, and his inclination for being out of bed in the middle of the night. While it is true that trouble finds him, it is not entirely true that he doesn't find trouble.
Harry does not, contrary to the belief of some, enjoy his fame. He wants to be recognised for his own merits, and not simply because he's the "Boy Who Lived." He doesn't go round bragging about what happened. He considers his parents' death to be a great tragedy, and would give anything to have been able to know them. Family is a hugely important concept to Harry, because he never experienced family as other children did.
Harry is a smart boy, but he's not the most studious person ever. He doesn't really read all that often (though he does it occasionally, and will if he has to). He did well in school, though certainly nowhere near as well as his friend Hermione, but he was never going to be top of his class. His brains are better used for things outside of school, such as Quidditch strategies and things of that nature.
why do you feel this character would be appropriate to the setting?
Harry has many castmates already, and they've all done well. He's pretty used to strange and unusual and DANGEROUS situations. While it can't be said that he's unfazable, he's at least a pretty strong person overall and can handle a lot of unusual situations.

Harry looked down at the grave site, where they'd buried the house elf. His eyes were dry, now, having nothing left to give. His face had long since returned to normal, but it ached nonetheless. Everything ached. He wasn't sure if that was from apparating, from the magic Hermione had used to mess up his face, or just from general weariness. The sadness he felt was everywhere, physically everywhere, though he couldn't actually cry anymore.
He knew that everyone was waiting for him to make some decision about their next move. Despite the fact that Hermione was the smartest person among them - and probably among anyone they knew - he was the one expected to lead them. It was a position he'd come to reluctantly, and it was a position he retained even more reluctantly. He hadn't expected Ron and Hermione to come with him, though he wasn't exactly shocked when they had. But then Ron had gotten all bent out of shape, and even Hermione seemed exasperated, and now...
Now all of this had happened, because of him. Hermione was hurt, Luna had been captured, Dobby was dead.
He looked down at the wand that he was still holding. Malfoy's wand. He thought about throwing it into the trees, just out of spite, but then he'd have nothing. His own wand was ruined, and throwing a tantrum now sure wasn't going to fix it. Besides, with the others huddling round a few feet away, silently counting on him, it wouldn't help them either. Despite his childish desire to throw everything within reach, what was more important was keeping all of them safe and together. Enough people had died because of him. His parents, Sirius, his teachers, Dobby...so many others. He couldn't let any of them die, too.
He shoved Malfoy's wand back into his back pocket, disgustedly, as if it might bite him at any second, and turned back toward the group. They'd lost most of their supplies, he was well aware, but they all had wands (he was pretty certain), and they all had each other. As long as they held on to their determination, they could make it through. They had to make it through. And if it really was his lot to lead them, then he'd better convince them of the same. He only hoped when he opened his mouth, he sounded encouraging and strong, instead of all the other things he was feeling. It wouldn't do to let them all think he was falling apart, whether he was or not. If they lost faith in him now, they would all die before this was over, and he couldn't face that. He couldn't be responsible for that.
He steeled himself, straightened himself, and approached Ron and Hermione. They'd be the easiest to talk to, so that was where he would start.
